Section B - Performance Review

Special Agent Patrick Bowers’s work in environmental criminology and geographic profiling has benefited law enforcement agencies nationwide in their understanding of the geospatial aspects of crime. Since 1994 he has worked on or consulted for more than 965 cases throughout the United States, Canada, India, England, South Africa, Japan, and Singapore.

Agent Bowers has the highest clearance record for cases involving serial offenders in the Bureau’s history and has taught numerous courses at the FBI Academy. He has served as an expert witness in more than eighty criminal and civil trials and regularly contributes to peer-reviewed journals in forensics and criminology. Agent Bowers continues to lead in the development of international standards in spatial crime scene analysis and crime mapping techniques. Since 9/11, his work with the National Geospatial-Intelligence Agency, in conjunction with the Department of Defense, has resulted in a more integrated use of geospatial intelligence for law enforcement agencies in North America, and a more collaborative approach with the military in the use and dissemination of geospatial intelligence.

Professional achievements aside, Agent Bowers has shown little improvement in interpersonal relationship skills since his last performance review in 2007. In addition, in a psychological examination on March 30, 2008, Agent Bowers was diagnosed with mild to moderate depression and prescribed the antidepressant Forbutrin. The examining psychologist, Dr. Dunraj Chinnappa, speculated that the depression was related to the recent death of Agent Bowers’s wife, but could not ascertain if the depressive episodes were chemical or situational in nature.

Continued evaluation recommended every 30-90 days. Recommended for continued service under supervisory status pending subsequent psychological evaluation.
